Transportation Council

The Dutchess County Transportation Council (DCTC) serves as the designated Metropolitan Planning Organization (MPO) for Dutchess County. Federal statutes require that urban areas with over 50,000 people be represented by an MPO. An MPO ensures that federal transportation funds are committed through a locally driven, comprehensive planning process. Since 1982, we have served that function, providing a forum for state and local government to solve transportation issues and reach consensus on federally-supported transportation plans and projects in Dutchess County and the Mid-Hudson Valley. 


How to Get Involved

All of our meetings are open to the public. You can join our public information email list to receive notices of upcoming meetings and planning announcements. Our publications are posted on this website and paper copies are available upon request.

Moving Dutchess Forward Update!
We've begun an update of our Metropolitan Transportation Plan - Moving Dutchess Forward (2021). The new Plan will establish a 25-year vision to improve transportation safety, reliability, and access to basic needs across the county. Please check out our work to date on Moving Dutchess Forward (2026), take our surveyregister for our virtual meeting on December 17, 2025, and make your voice heard!

Council Publishes Annual Listing of Project Obligations
We recently published our Annual Listing of Obligated Projects for Federal Fiscal Year (FFY) 2025. The report shows how federal funds were spent for programmed highway and transit projects in Dutchess County. 

Rail Trail Feasibility Study Completed! 
We're excited to announce the completion of the Beacon-Hopewell Rail Trail Feasibility Study.
